Each bar is computed on its own against the same no-industry baseline, and because the concentration–response curve bends, the same avoided death can be credited to more than one sector. The top few sectors alone already add to more than the whole-Bay total above.

The same whole-Bay estimate, split by county of residence — where the exposed people live, rather than where the emissions leave the stack. Counties are separate populations, so unlike the sector bars above these do add up to the headline total.
